I agree about China. Was there 60 days and in Shanghai during election day and after. Even with VPN had great difficulty breaking through China's firewall. Trump may be trying to do what you say but there are rules and procedures to follow. Most Presidents have a background in law and understand these things. They also while campaigning and especially after being elected begin studying rules and procedures and talking to those in these positions. Trump admittedly did not. He believes his "good" brain is enough. As with any new job there is a learning period. It bothers me that Trump doesn't believe he needs to learn anything new and that he can do whatever he wants to do. Our Constitution and Government are not structured that way.
