I'm guessing the wallpaper was nailed because they didn't have glue available, but possibly nailing the wallpaper was done to give it more freedom of movement so that when the the house shifts and the walls shift/crack/buckle, the wallpaper doesn't tear. I live in a 1971 two-story wooden building in a permafrost region of Russia. Within two weeks of putting up new wallpaper it was already tearing at some corners due to shear from the building shifting (I have talked to people about the building "moving" but my neighbors have used the words for "walking" and "running"). One wall is really bad. A new plaster job didn't keep it from shifting and buckling again. I've got the big cracks and bulges mostly covered with big maps tacked to the walls, but have considered hanging fabric.
