How is BS 10 and the ability to fire both his guns twice, or run and shoot and use their profiles in CC and get BS10 Overwatch bad? Granted it's not OP but I bet he would be fun to use.

If ICs with Infiltrate actually granted any squad they join Infiltrate, I would totally use him.

But he's pretty unuseable for Chaos Space Marines right now since there's nothing good to put in a squad with him :-(

I wish there was because I always thought he had some of the coolest rules with the double shooting and the pistols in CC.

If you use him along his formation in the old dataslate you get 3 infiltrating chosen units that know no fear as long as they are within 12 inch...

I'd prefer Huron in that case since he's quite a bit cheaper. It's doable but it makes for quite the investment on top of Cypher's 190 points cost himself (which does seem a shade overpriced even if he's still not bad).

STR 7 AP 2 attacks at initiative 8 are nothing to sneeze at, especially not at 190 points. He does lack the "real" durability you'd expect from such a legendary character but his special rules typically mean your opponent is not going to score much off of him.

Overall I'm dissapointed that his retinue got more expensive, but the addition of full BS (10) overwatch is nice but he should have stubborn too if they're giving him DA rules.

You're correct, surprised I never noticed that before - not that I remember anyone actually charging him in the few games I've played with him. It is buried in the "blazing weapons" rule though which is pretty huge.

He's essentially got a BS10 plasma gun and boltgun (since he can fire the pistols twice). With shrouded, eternal warrior, infiltrate, etc.

And he's got WS7 with half of his attacks being S7 AP2 in close combat (at initiative).

No they do not, which is great.

But he's BS10 so you have a 1/36 chance to get a Gets Hot roll with his shooting anyways so the fact he's using plasma is pretty moot.

Him and the Fallen were actually pretty decent already, though. He's got some fun, unique rules. I'm just glad they got rid of all the "fight against Dark Angels" crap from his dataslate which just bloated all the rules.

No you're right, they're's a peek of another rule there.
Remember, they only show new special rules, like the Fleet and FNP missing on Guilliman.

All rules still present. To translate the german USRs listed there:

Die keine Furcht kennen - ATSKNF
Ewiger Krieger - Eternal Warrior
Infiltrieren - AlphaLegioning (or something like that)
Schleier - Shrouded
Sprinten - Fleet
Unabhängiges Charactermodell - independent character
Zurückfallen - Hit and Run

So, essentially a simpler version of his dataslate. Instead of having a sword that only gives him rules, he has those directly listed.

In 40k where many warriors have guns but prefer to fight hand-to-hand, a guy who has a sword but prefers guns even in close quarters is quite refreshing for a change!

Cypher is like the RPG character of 40k. He's an edgelord and he carries around a sword that he doesn't even use because it helps min/max his stats with those rules it provides. Also when he "dies" he escapes to fight another day aka respawns. I think 40k is the matrix

You're mistaking my analogies for miscomprehending the rules for him as written.

Ok another example: In Pokémon when you "die" you black out and wake up at a poke center. Because it's a kids game they don't say die but it's the exact same mechanic as most other games. Yes he doesn't get to come back that game, but the point is narratively that he lives to fight another day. The exact same.
