I think that your '20 million' memory is faulty, unless you were reading someone's pure speculation. I have researched the illegal immigration topic thoroughly since about 1999, including any and all data on illegal head counts earlier. Nowhere was there a number over 11.5 million. And the 11.5 M estimate was in about 2006-07. The tally has come down by about 4 M since then to about 7.5 M.

The line is blurred, I'm not here to argue whether they help or not, I was to clarify the CHILD TAX CREDIT for people who think they are $1000 in cash, which is the highest and impossible to get.
The CTC is a NONREFUNDABLE credit. Meaning it can only reduce how much I owe, not add to what I get paid. Say I owe $500 in tax, the credit ($1000) can only bring that to $0, the other $500 is irrelevant unless they file for the ADDITIONAL CHILD TAX CREDIT which is REFUNDABLE. Then I have the ability to earn up to that remaining $500. You can only qualify for the additional credit if you already qualify for for the CTC. A minimum earned income to qualify is $3000. After qualifying, you get a credit of 15% of your earned income above $3000. Income = $10,000. Income Calculated = $7000. Credit = $1050. Since that's well over your remaining $500, you only get $500. This would definitely be in cash since you can only get the additional credit if the original credit isn't used completely. If I owe $1500, the credit reduces that to $500, and I don't qualify for the additional child tax credit.

They've gotten advice from someone in their area and have been informed of how to file tax returns and get money back. They claim children in Mexico, they claim equipment they use (like leaf blowers) - they claim everything they can - and they always receive a refund.
