Such severe restriction was introduced from about early nineties. It was first meant to stop the ethnic minorities that were more likely to source the legal aid from been able to pursue their cases against the authorities. At the same time, it was meant to stop the increasing ethnic minority lawyers from having the means for their own practice, etc.

The measure boomeranged to the majority ethnic white populace who themselves cannot afford their own private lawyers and the increasing white lawyers who are struggling to make a living and get off the ground. You may have witnessed such group of lawyers’ sporadic strikes just about last year for better fees and pay which halted Courts hearing for several weeks.

The UK can easily afford the funding of legal aid for all as it was before the early nineties but to prevent the ordinary from having access to justice generally against the state and authorities, which the Judiciary will not deny, the Government took their legal aid away invariably denying the ordinary access to justice.
