There is absolutely nothing stopping people from leaving the UK and going abroad, irrespective of which tier they're in.
Government website states the following: "Avoid travelling to other parts of the UK, including for overnight stays other than where necessary, such as for work, education, youth services, to receive medical treatment, or because of caring responsibilities. You can travel through other areas as part of a longer journey. For international travel see the Foreign, Commonwealth and Development Office travel advice for your destination".
Newcastle will be in Tier 3 - Very High Alert level from next Wednesday 2nd December. People should not leave the area or travel abroad unless it is essential eg for work or hospital.
