If they followed all the protocols and there is still an outbreak, then the protocols don't work. Luckily there are only 52 passengers, many who appear to be press and 'influencers' but 10% of the passengers are now confirmed affected. If there had been 2000 passengers on board a larger ship that could be 200 infected.
What can be done, airlines won't allow passengers to fly home in the current situation so it looks as though, like it or not, and it is clear they all want to get off the ship, they are going to be quarantined in Barbados. I suspect the island may take a different view of the risks going forward before agreeing to opening again to the cruise market
