A really sensible and customer focused approach, unlike TUI who continued to sell holidays to places they had no chance of going too and are now cancelling rebooked holidays and withdrawing flights from some airports. Customers will remember how they were treated during this crisis.

Basically the situation is a mess. Why would anyone really want to book with the risk their destination is changed to red list whilst they are on holiday, then facing prospect of having to self isolate or quarantine on return. This could effect their employment!
As nobody can give answers to the consumers concerns just now, then holidays should not be back on sale until all outcomes are set out and refund policies guaranteed.
