Typical French...! Tax TAX and MORE TAX - even if they don't have the right to it. It's totally legitimate for companies to have marketing or business development or support in different countries. What the French will do here, is drive out the big companies, as they have done with companies who used to trade from France - then they'll need to find other new ways to collect even more tax...
Of course Airbnb pay a small fraction of their turnover in taxes, as we all know in the travel industry, our profits are from commission not from turnover. They need to be chasing the landlords that use Airbnb to rent their properties out for taxes, much more lucrative than chasing Airbnb.
