I read the book way back when he was running.

He did a typical "Clinton". He was in contact with a high-ranking general and pulled a scam on him by promising to join ROTC.

Clinton had apparently agreed to join the R.O.T.C. as a way of avoiding being drafted into service during the Vietnam War and later reneged on that promise when his draft-lottery number ensured that he would not be selected.

I have a copy from Sel. Service of Sheet 8 from the Hot Springs Selective Service Board. It shows Clinton was a 1-D enlistee of the Reserves on Aug. 7, 1969.
Signed Contract and swore oath of enlistment that day.
Subject to the UCMJ. After Clinton did not report to duty station.....reclassed 1-A on Oct. 31, 1969. Clinton received 2 induct notices before enlisting.
Under Exec. Order 11497 - Draft Lottery -- those who were: draft delinquents, enlistees or DESERTERS, could not be in the draft lottery.
By law Title 50 USC Appx. s.454 (a) "' continuing obligation to report"----- Clinton was to report for induction as he did not report for Reserves.
So by these facts, Clinton is a DESERTER.
You will not see anything about this in WIKIPEDIA.
I wrote WIKI to ask why, they have not refuted what I have said above.
Clinton never spoke to any General but enlisted under Col. Holmes.

What I have is hard facts and law.
Clinton DID get at least TWO Induction notices, DID enlist and DID DESERT.
This confirmed by Sheet 8 of the Hot Springs Selective Service Board.
Clinton was NOT eligible for the draft lottery by Exec. Order 11497 and Columns 8 and 9 of Sheet 8, are blank.
The only factual result is DESERTION.
Does the book have footnotes as to facts within the book?
