I used to teach emotionally disturbed and conduct disorded kids. We turned them into productive citizens with positive reinforcement and cognitive therapy. We had a very high success rate.

Sometimes prison is necessary and appropriate, but it is only one tool.

Problem is, we had an emotionally disturbed and conduct disordered president.
