for those people who have the problem "program error". this is because of your graphics card.

To fix it simply click Edit>Preferences>Performance and uncheck "Use Graphic Processor"

Now you can open any image that you want to edit!!

Did a clean install of Windows 10 & Photoshop and ran into this problem. I obviously used your fix before, so thanks again. The important part I found when doing it was just to start Photoshop, go into the Performance tab, untick the box, click OK and then exit out of Photoshop. If I tried doing anything else, then it would still give the error message and would have to use Task Manager to kill it, which wouldn't save the setting.
