I would not say EU is stupid or America for that matter. What I will say is over the decades and years, people of evil have put puppet in place to do their dirty work. But that is changing, slowly but is changing for the better. Lasting change takes time. Habits and beliefs take time to change. While we want instantaneous change, that would be setting us all up for failure.
