To me both of these ideas seem to be non-starters - freezing of the conflict would require Russia's consent (it would have to be a bilateral decision, not a unilateral one), and NATO inserting a "peacekeeping" force into western Ukraine sounds like something that they won't have the guts to do out of fear that this force would get crushed by the Russian forces stationed in Belarus.

It signals the realization among the military and Intel of the West that the Ukies cannot gain back anything from the Russians. So, to preserve what is left of Ukraine as a state and as a military that can become a very dangerous-to-Russia terror state and a very severe insurgency within the new Russia territories, they need a freeze.
