The basic issue here is that President Obama had it in his job description to protect America from all threats foreign and domestic. We can assume that the President had seen Trump's tax returns as property of the IRS. The President made a judgement that Trump could have been a Russian asset and the only way to get to the bottom of that was to investigate. Trump was still a private citizen at that point. There is and was no 'Executive Privilege' for Candidate Trump. Spying is the least they should have done.

Richard Nixon only resigned once his fellow Republicans told him it was time for him to go. The current group of Republicans just don't have the balls to do that.
