Well he starts on the thigh externally (sorry my english sucks for detailed things) the hamstrings are the back side yes, the last part he checks can be both gluteus and hamstrings, both are important muscles. But the way they should have animated the inner part of the thigh was way off, you see the hand covering the penis (the camera doesn't help) but his thumb should be on the outter part to hold it still while his fingers checked the inner part, so his hand shouldn't be as centered as they were.

Of course this was just an animation miss, not enough time / money / not important scene = the movements are always the same and no details whatsoever. Yowamushi no pedal managed to do a much better groping scene than this.
