For people not getting how things work, this whole OAV was created as a special "what if" where the MC and the villain's dragon (ie: his main henchman) are reborn as siblings and end up having another fateful, albeit rather different conflict.
The art was definitely 1-2 notches above the TV series and it is a worth watch if you felt you wanted some more Galiant/Galient goodness or just some old school art from Ryōsuke Takahashi, Kunio Okawara or Yutaka Izubuchi.
