How did he come to the US ? Shut down the immigration channel to allow
criminals to cone to the US to defraud US residents?
Charge him elderly abuse so he dan go to prison, then deport him

What numbskull accepted a settlement from someone who can't pay it?
So, if I should find myself in a legal bind, I just need to settle for some large sum that I can't pay and be on my merry way? Good to know.
