I was thinking the answer to this is simple. No funding from Congress to go get them. The judge is welcome to shut congress down until they fund the effort. We will add to the list of things we check when we pick people up - taking the time to try and figure out whether they claimed asylum before and then take the time to review that case again.

While they are doing this, the illegals will be housed in the judges neighborhood.
