Well—maybe that’s a bit too extreme—but common sense would seem to dictate that a ban on hiring scientists from countries that are Communist like China, Cuba etc and also Russia—due to well established history of illegal theft of intellectual property and hostile intent on part of their governments towards the US. We did after all make great strides in science by granting asylum to the likes of people like Einstein—and Werner Braun. Given what goes on now in the world—there should be extremely thorough vetting of all foreign scientists and researchers seeking to come and work in US and probably also some close monitoring of their activities and their finances via clandestine surveillance and income tax audits.

And the penalty for stealing intellectual property and technology needs to be steep. Very steep!!!

It should result in a stripping of US citizenship, residency in the US, social security and if applicable government pension. That is how you make citizenship mean something. Do you ever notice how much of China's military hardware looks virtually identical to Russian-designed counterparts, such as tanks, small arms, artillery pieces, planes and wheeled vehicles? Have you recently seen more and more advanced Chinese weaponry that resembles what we see in ours and other Western armies, such as the US HMMWV (Humvee) vs the Chinese Dongfeng EQ2050, or the F-35B vs the Chinese Shenyang J-31?
