And this is unfortunately only part of the story. Phoenix Reisen's MS Albatros had to cancel their planned call to Maputo on 18th November 2017. While immigration offered to send 10 officers on board to process visas, they advised that it would take approx. 5 min to process the visa for each passenger. 850 passengers x 5 min / 10 officials = 7 hours to have every passenger's visa stamped. The ship had planned to stay for 8 hours in Maputo harbour.
To think that passengers would apply for a visa prior to arrival is unrealistic. Their cruise calls on numerous ports - no one would part with their passport for prolonged times, especially as the application for a Mozambican visa in their home country involves sending the original passport to the consulate.
