Not a single person can tell you! Those whose views on justice stem from what others believe to be right are often the type who become kira's VICTIMS. (personally I take on the shinigami's kill only because I don't wish to die attitude. does that make me evil?)

You're both right.Not only would we put away criminals.But those who even think about doing something evil would be too scared to pull it off.But there has to be a way to discern who actually di the crime and who is just falsely accused.It's easy to kill a rapist.But hard to accept when you find out the "victim" just lied to get some attention

But still, there has to be a better way of dealing with it.It's a lot easier to do what's wrong than right and there seems to be no justification in the eyes of criminals to do what's right.So what do you do with them?You can't just kill them all. Some learn thier lesson.

Nah.L is better.He's older,has more experience,managed to get light at every turn.And to top it off,the only reason he died was because Light tricked a shinigami(Rem) into killing L for him.
