Next time you look at an individual photo with one tag in Flickr, do a view source and save the file.  Then go find a photo with 75 tags, and do the same thing.  Compare the file sizes.  The scaling problem has nothing to do with bad coding.  It has to do with the size of the HTML being pushed out for one single photo.
