Certain police agencies release mug shots more readily than others. We always post a mug shot unless somebody hasn't been charged or is being tried as a minor.

In some cases, News 4 learns the name ahead of police reports. At that time, we typically decline to name people unless they are victims or they are charged with a crime. In this case, we didn't learn the name until police released it.
