It only offers you the armors you can use. Bring a character who uses light/heavy armor there for the others.

I have to say that, while I'm disappointed, I got Towns for like $3 during a sale and it has delivered more fun $3 should have many times over. If I paid $20 though I'd probably be a lot less happy.

Pendleton, OR is a wonderful little town between Boise and Portland. Great beers, great food, and general Portland hippy-ness + cowboys all around.
