Just being realistic and as always, just my opinion. Went to Vegas this past August....interesting place. Learned some interesting things too.&lt;/p&gt;&lt;p&gt;To be in business a brothel must be licensed (not sure what you mean by certified....I've never heard that term before) in the state of Nevada and prostitution is not legal whatsoever in Clark County (Vegas).....the women who are licensed are all tested regularly.&lt;/p&gt;&lt;p&gt;From the articles I've read and the folks I've taked to, the majority of prostitutes in Nevada prefer to work in a brothel if they can...much safer, more money and getting arested isn't an issue. The county government has at times shown itself to be ineffective and inefficient. They, like the rest of us are already doing, need to find a way to get by on what they have or even less.  If I raised my prices right now just because my business is slow, I'd lose the customers I have left. Some you're glad to see go and others will be missed. Simple fact is that it doesn't look like the Navy is going anywhere. And if it did what would happen to the economy of Oak Harbor?
