In some countries like &lt;br&gt;India some places the water is poisonous or cataminated but Ja is clean in &lt;br&gt;most areas. Therefore they can either drill wells &amp;amp; add to the existing &lt;br&gt;systems or connect the existing systems together. From my knowledge all the &lt;br&gt;the water systems are operated by one association there will be no cross &lt;br&gt;over issues. Storage is also very important. That is what other countries do. U cannot have one system feeding an area. That mind set has to change. If you have say 5 supply chains connected together they balance each other. If U have to shut down one for service everyone will still be getting water. Most of Jamaica is also sitting on fresh clean water. New wells need to be dug and feed into the system. There is also a massive shortage of reserves. When water is plentiful they have to find a way of storing it. The problem was that most were in the rural communities, the so-called urban areas either did not have any or not enough. These JP's signed documents, dealt with court cases and helped to distribute work &amp;amp; resources. The problem was that most of the JP's became political &amp;amp; when their party was not in power they sabotaged those who belonged to another political party. That is how the Dons rose to power. He is normally the one who picked up the slack of those who the JP rejected. Also the JP's did not have money and because the Dons did people turned to them. The only way to break these trends is to find employment for the young men in the bad areas. One way to do so is to do like what Chile did in the 70's; every young male 15 yrs (when they use to graduate from school) &amp;amp; older had to join the army. There they gave them a little money, train them with some kind of skill &amp;amp; taught them disciple &amp;amp; restraint. This would also affect the safety of the airline and the quality of service. If Bush Stewart could not make it profitable I don't know who can. Very few airlines in the world are making money. It is difficult because the travel industry is the most heavily regulated industry in the world and the cost is enormous. The best thing is to sell the airline to an existing airline company with the assurance that what ever the name is it will operate out of Jamaica. I could not agree with U more. I was in Ja. Sept. 09 and last month &amp;amp; the water shortage is islandwide. I spoke to the councilor in one area &amp;amp; told him that they should consider digging wells to help out will the supplies &amp;amp; he made it look like I was silly. The Rio Cobre river alone cannot supply all the new houses being built in Spanish Town &amp;amp; Port More areas and it is difficult to filter the sea water. As I was telling him, drilling wells are cheap and they can easily be tied into the existing water systems; they don't have to run new mains. I was in Port More for part of my stay last month and I was surprized that I could not even flush a toilet during that time. Water is pretty much everywhere in JA.
