I think ultimately it's up to business to determine what the best approach is and maybe use a variety/combination solutions of the  available to them. Without the fundamentals- a product (at least in development) and infrastructure (with the ability to scale and be sufficiently reliable) to build upon, I would think that getting (additional) capital would be more difficult than if a business had the ability to significantly lessen IT administration and focus on the product.  I think it'd be safe to say that the more that one can focus on the business of selling/creating/marketing/proposing first, the better the outcome.&lt;/p&gt;&lt;p&gt;As for the cost of basic IT infrastructure and creating a reliable, scalable environment, it certainly can be underestimated.  Tech startups don't necessarily have the traditional "brick and mortar."   A lot of their "brick and mortar" is the technology and data that deliver an application/service to the customer.  Cloud computing, if appropriate to the needs of a business (unlike those dealing with financial transactions/high security/very sensitive data- exceptions due to very strict compliance with regulations such as Sarbes-Oakley), can consolidate basic IT operating costs; electricity, HVAC, redundancy, uptime, bandwidth, hardware maint., etc and "alleviate" the amount of capital (monetary or human) required for operation.
