Enforcement of the Marine Mammal Protection Act is only done by authorized personnel of a federal agency whether that be NOAA or other federal authority.&lt;br&gt;  Stopping the public from access to the Children's Pool at any time or harassing the public at the Children's Pool at any time constitutes violation of federal civil rights of the public. A local group is compiling a list of federal civil rights violations by animal activists and these will be reported to the Internal Revenue Service. Starting soon there will be a CASA BEACH MARINE MAMMAL PARK JOINT USE RANGERS PROGRAM which will have a joint users docent program at the Children's Pool. There will be an information tent and table on the weekends at the Children's Pool that will be placed on the upper part of the Children's Pool beach. This will allow visitors to see that it is okay to come down to the beach and see the seals. The tent and table will have information for swimmers, divers, spearfishermen, fishermen and seal watchers on how joint use of the beach takes place for people and seals.&lt;/p&gt;&lt;p&gt;The on the beach docent program begins very soon. The seals can stay but joint use is the end result here. The California Coastal Commission will not allow beach access at the Children's Pool to be denied to people any time of year. There can be a pupping season rope, however, it is a guideline rope and does not close any area of the beach to human access. The seals are used to the presence of people with no minimum distance existing between seals and people and this will not change because it is not necessary. There is a new CHILDREN'S POOL MIDNIGHT SWIM CLUB which will use the beach late at night for swimming in and out of the beach. Late at night is a good time to swim at the Children's Pool because the seals at night will not move for anyone and are not disturbed when approached by people. Several of these high frequency underwater audio devices can be placed at various locations outside the Children's Pool to drive off the harbor seals from the area. I suggest Mr. May check out the Hubbs research on their website. Hubbs deserves the money, not the animal rights people. The APRL group sells merchandise at the Children's Pool.
