However I'd argue that that is the fault of the ISP for overselling their bandwidth than of the user for simply using what they've subscribed to.&lt;/p&gt;&lt;p&gt;I liken it to television subscription. Television uses bandwidth just the same as IP. No one is telling me I can only watch 15 hours of HD programming each month. Because that would be ridiculous.&lt;/p&gt;&lt;p&gt;Another point is that UBB essentially takes us back to the days of dial-up access when we were charged per unit time of connection. Charging for the amount of use stifles the medium. It wasn't until the industry moved to flat rate billing that the internet really took off. If you limit access to the internet you're limiting the ability for future development.&lt;/p&gt;&lt;p&gt;Another point of contention is the price being associated with the 'overage'. $1-5 per GB depending on your plan is an asinine charge. Since you said it yourself, the actual cost is on the scale of $.03 per GB. If the charges were closer in line to that I don't think people would have nearly as much problem with that.&lt;/p&gt;&lt;p&gt;I also have a point of contention with your definition of bandwidth. The definition you've cited refers to bandwidth as the capacity of data transfer, not the capacity of data transfered. IE, the action rather than the noun.
