&lt;p&gt;Penn State did not cooperate with the CHE on this year's survey  despite having done so in recent years. One may  reasonably conclude that it failed to comply in order to hide the embarrassing information about the Spanier payout.  &lt;/p&gt;

&lt;p&gt;Notice that the similarity to the conclusion of the Freeh Report that the Spanier et. al. chose not to report the McQueary witnessed incident to proper authorities in order to hide embarrassing information. &lt;/p&gt;
