It definitely rings true for my work. I've just finished up a project that involved streamlining an internal tool that had accumulated a Frankenstein's patchwork of mostly useful features, added incrementally and totally ad-hoc. The resulting UI was loaded with domain knowledge (things that people needed to get their work down) but extremely confusing and slow. It was trying to do way too many things at once, both visually and technically, throwing up a ton of arbitrarily arranged data, and hitting a million different database tables to do so. I found that respecting the domain knowledge that was encoded in the current design and thinking about what it already did right, what it was trying to do, and how it could better meet those needs allowed me to remove some of the convicts in the implementation in both the eye/brain and implementation areas.
