Let me direct your attention to Charter School movements such as KIPP - &lt;a href="http://www.kipp.org/" rel="nofollow noopener" target="_blank" title="http://www.kipp.org/"&gt;http://www.kipp.org/&lt;/a&gt; and Uncommon Schools - &lt;a href="http://www.uncommonschools.org/" rel="nofollow noopener" target="_blank" title="http://www.uncommonschools.org/"&gt;http://www.uncommonschools....&lt;/a&gt;&lt;/p&gt;&lt;p&gt;It was mentioned that lack of community involvement and local control is an issue. Most of the good charters DEMAND parent involvement before kids can even enroll.&lt;/p&gt;&lt;p&gt;Another important element that affects student achievement is "time on task". You can have all the community and parent involvement and local control in the world, but that doesn't equal high achievement.
