Overall: The Google TV in its current form is a bit paradoxal – a lot of features, but not that much to use it for.
First of all: A nicer UI. Design it around the user, not around features. Make it easier to access the features you use often, hide or remove the others. If search is key to the UI concept, make this more clear/central. Put Matias Duarte on it. Second – better content partnerships and content partner integration. Do a benchmark; test Apple TV vs Google TV in finding and watching a show. Third: The "remote control" is way too big and too confusing (the back key!?). Fourth: Launch the third party app platform. Lastly: Work with the networks/content partners, not against them.
