Looks like another elitist, WEAN type group is going to set up shop here to try to educate us poor ignorant proletariats and thus save us from ourselves. How much is this going to cost us? How much more freedom are we going to be asked to give up so another bunch of enlightened fools can feel good about themselves? It is amazing to me the inertia this manmade climate change religion has in light of the fact that so much of its basic scientific premise has been recently discredited. Wait, wait, wait, whoa, crazy talk. Are you saying that, as citizens of these United States, we should actually actively become involved in the governmental processes and seek out candidates and familiarize ourselves with them and their policies and beliefs and actually try to make a reasoned voting decision on whether or not a candidate has this strange "experience" thingy? I mean, President Obama had little to no practical leadership experience and look how well he's done.
Can't we all remain over entertained, ignorant, apathetic, decadent, greedy, and malleable, thereby ensuring the status quo that got us into this socialist utopia mess we are in will go on and on? Oh, I do hope so as I really want my children and their children to be economic slaves to an all powerful central government. I mean, serfdom is cool, right?

I thank you. Someone finally gave a fairly reasoned answer to my question as to 'why?'.
Some of what you said makes sense. I truly hope you are correct and that the impact is light and the economic returns to local businesses is heavy. I still do not see that the need to supposedly increase a few parking spots justifies expenditures from a tight, strained city budget.

The Obamunists have spent (blown) more tax payer money by far than any previous administration, ever, getting this country into deeper deficits and debts than ever imagined possible while only exacerbating the unemployment rate. Had the Obamunists really wanted to stimulate the economy rather than just grow the government, they would have forsaken the oft times disproved Keynesian economics model and done WHAT HAS ACTUALLY WORKED!!! for past presidents to get the economy moving again (Harding/Coolidge, JFK, Reagan, W) which is to cut taxes and the size of government and let we the people do what we do best when left alone, thrive! But when you are a Fabian socialist at heart and hell bent on destroying Constitutional Liberty so you can implement your progressive agenda (Communists using evolution not revolution), why would you not want to bankrupt the country into a "brave new world".

Follow the money.
A lot of crazy things have been happening ever since governments at all levels realized they could seize private property through eminent domain by condemning it (maybe even bankrupting it?), give it to another to develop and get higher tax revenue. The Supreme Court upheld this terrible practice, thus weakening the Constitution, and thus our Liberty, again.

Why spend a lot of money now, during the Obamunist recession, on something that does not need fixing? Surely there are other city infrastructure needs that the money could more wisely used for.

Yes, but the further away you are from a noise source, there is a logarithmic decrease in decibels due to attenuation and spreading. Knowledge sets you free. The US military lets you stay that way.

If you take the sum total of all the research, you are left with very inconclusive findings. Newsflash: whales do grow old and die of natural causes, and sometimes they die from whale diseases. I will bet more whales have died from being struck by Greenpeace ships than from active sonar. But a Greenpeace scientist with an agenda does not care about empirical evidence, only gathering that data which affirms a preconceived outcome need to support an agenda based on a progressive (Marxist) worldview. So, just like the hoax that is manmade climate change, you can always get some grant-chasing scientist to say what ever you want if you just keep paying them.

Shouldn't the people of Oak Harbor have made this decision via a vote? This makes no sense? Can anyone explain why it seems as though the city council went against the will of the majority to get this one-way decision? Are there construction money kickbacks or what?

Military encroachment? Encroachment speaks to recent and continuing expansion. I am unaware of any expansion of the boundaries of NASWI. Could you enlighten us on this issue of encroachment? Where has it occurred? When?
Who was here first, you or NASWI? If you moved here, did you think to checkout whether there was a military base here first?
NASWI is the economic engine of North Whidbey Island and you want to shut it down? During the Obama recession? Why not at least bring in these mystery drones you speak of and base them here?
Now, about these drones you allude to? Are you really implying that UAVs (unmanned aerial vehicles) are the answer to everything the military has to deal with? By the way, IEDs (improvised explosive devices) is the correct acronym.
Do you realize what type of aircraft NASWI has, and what their missions are? The P-3 is a maritime patrol and reconnaissance aircraft and the EA-6B is an electronic attack aircraft, neither of which are specifically tasked to locate and destroy IEDs. But there are many types of threats we may have to respond to in the future, so the military has to try to be prepared for each different contingency. UAVs have there place but they are not the end all, be all.

Anyone who was elected or selected to do a job for us and has failed to do that job, be they Republican, Democrat, Independent, or whatever, should be called to account for their actions. This is not an athletic event. This is not about 'your team sux, my team is great' back and forth malarky. This is about we the people holding our public servants accountable.
