But I  sometimes wonder why the DOE mandates, but  never provides, or bothers to care , if    the money it takes to adequately meet their requirements is available ? Having the funds to hire 6-8 new teachers would have met the mandate of 990 hours easily.&lt;br&gt;I still don't see why schools can't run until 3PM or later ? It is so upsetting when I read or hear people say that drilling offshore must be done to break our dependence on foreign oil. This just isn't true. Any oil , whether in Alaska, the Gulf, off the coast of california, or from drilling off the coast of Massachusetts will not be used  exclusively for USA consumption. The oil becomes part of the world wide pool of oil reserves , out of which is the allocation that our country gets.So any Drilling in the US is not for us alone, and will not lessen our dependence on "foreign oil".&lt;br&gt;What is needed is the development of other forms of energy ---energy that will not destroy the environment.
