Finally figured this out. You need the thread safe version, but the syntax is kinda silly. You pass the ThreadSafe parameter literally using the option --params. I.e.

choco install php --params "/ThreadSafe”

If you were installing a specific version such as 7.1.13 and forcing 32-bit compatible then:

choco install php --version 7.1.3 --forcex86 --params "/ThreadSafe”

You can run Windows on RaspberryPi too; but that defeats the point of OSS. People prefer to have transparency, an actual bug ticket number, and an eventual resolution vs a black hole where it might or might not be brought up to engineering and might or might not be worked on and you might or might not know about it or others that might or might not have the same issue.

It's a great way to corrupt your database. Keep in mind that MySQL keeps files open in "random access mode", sooner or later that ib_logfile will hit a 'checkpoint' at the sometime dropbox is doing a synchronization and *poof* your data is gone. It won't be a problem at first setup, but as your development continues and you load up your data (read: about to deliver the goods to a client) you're screwed.

If you spend more than two hours on your ass everyday then you're driving too much (but that's my opinion). The Leaf doesn't "burn" anything in stop and go so if you're in traffic too than I guess you're sitting even longer. If you feel so much judgement based on what you drive, than I guess you live in LA traffic to boot. Sad life.

But hey, enjoy those DVTs and early heart failure while sucking on a tail pipe and countless hours handling carcinogenic benzene laced fuel if it helps you sleep at night... meanwhile I don't have to stop at point C to refuel. Just got better things to do, like spending $3000 on vacation.

Acceleration to 60 leaves something to be desired. This is true. But 0 to 30 with high torque electric is FAST. It's not a Tesla (but it does beat a Tesla in reverse 75mph uphill). LOL. Getting to 100mph on the highway isn't hard. after 75mph it's not more sluggish than a Nissan Sentra, but still heaps faster in stop and go traffic (and silent).

We just passed 10,000 miles and spent a total of $250 for "fuel" and NO "tune ups" on the Leaf. Not even breaks (regenerative breaking saves the discs). We ALWAYS leave the house with a "full tank" and have never had to stop anywhere that isn't our destination.

In contrast, my truck ate nearly $3000 of fuel for the same year, has a have an oil change constantly, and I have to stop at sketchy gas stations to "do my time" with pricks like "Johannes". That might not be a big deal to him and his friends that prolly regularly have to meet with their parol officer; but we're above that. :-P

For most people that sleep each night (best time to charge); once you go electric and realize how stupid it is to have to "fuel" or deal with "car service", the idea of having to do that is just that: lame.

Still hung up on sex (note: A-sexuals don't even have sex but religious politicians are still bent on preventing them equality). Regardless, the definition of marriage in the eyes of the government (and those passionately concerned with having it) is as a contract and has zero to do with religion; that's more about "holy matrimony". It's just easier to say "marriage" instead of "civil contract with thousands of federal and state benefits that deal with property, insurance, immigration, tax and probate, and health law".

What "gay agenda" are you referring? Treat others the way you wish to be treated is considered a moral value independent of dogma.

Oppressing others is NOT "common decency", NOT "precious" and in contrast, is quite selfish. Let's hear more about this "politcal agenda" you are referring to? Is it the march of equality and freedom that bothers you so???

The problem appears that the list of "many Muslim countries" is Yemen and Saudi Arabia. No mention of Pakistan. But regardless, mistaking either for Turkey (which has more woman government officials than any Christian country) or Indonesia (which has equality for woman) or Malaysia as "radical" is the definition of bigotry. You can't cite a handful of countries and say stupid things nor accuse many of the mix Christian/Islamic countries in Africa that are equally responsible for terror against woman and single it out as an Islamic thing. Especially when you are the speaker for a country that is very close allies with those very "many Muslim countries": Yemen and Saudi Arabia (not to mention speaking from a country that actively exports homosexual hatred to Africa). Forget being a bigot, you just kinda come off as an ass more than anything else.
