The ERP consultants certainly don't understand the company as well as the employees.  Nobody wants to lose their job during the whole process.  This combination of factors leads to everybody thinking only enough to keep their jobs and move their part of the process forward.  This is why most ERP implementations fail.  The only people who really care about the business benefits of the implementation (CEO, COO, CFO,...) aren't in a position to move the implementation forward.
