The two dots, commonly known as umlaut from German, are one of the only two diacritics native to Modern English. It is properly called a diaeresis and its function is to prevent the preceding sound from affecting the pronunciation of the accented letter. For example, Chloë or coöperation. In your example it is used in the same way, to prevent people from reading the name as O with a silent E.&lt;/p&gt;&lt;p&gt;The solid bar, on the other hand, is called a macron, and is only used for loanwords. Its function is to indicate that the accented letter is to be pronounced for a longer interval, similar to how moo is shorter than mooooooooo.
