In short, it's that at least 33 state legislatures pass a bill saying that if at least 2/3rds of the country pass a similar bill, all of those states will then stop changing the clocks twice per year. The problem with one state trying to do it on it's own is that the Federal law passed in 1966 says that states can't do that. This plan will give the power back to the states.
