Once a PDF form is sent off, it is usually processed on the receiving end and the form data is extracted from the FDF file. So, if a form is submitted to a URL, normally one would have a server-side script to parse the FDF and save the form's data into a database. If the form is sent to an email address, then that also depends on the service "catching" the email and parsing the data.
