As a result even while it was being built, it was considered to be structurally unstable.  Some reported plans at the time were to encase the reactor building in a cube of solid cement.&lt;/p&gt;&lt;p&gt;Here we are 25 years later and essentially nothing has been done to provide a permanent solution to the problem, even though it was recognized even during construction that what was being done was inadequate.&lt;/p&gt;&lt;p&gt;This disaster is not just a failure of the reactor operators but the 25 year delay in implementing a permanent solution illustrates the perpetual human failure of acting rationally to avoid problems, gambling for time to save a few pennies here and there, and generally acting irrationally by avoiding the response to real problems because they are hard.&lt;/p&gt;&lt;p&gt;For those who don't remember, the military sent in soldiers to shovel core debris off the roof of the reactor building because the radiation was too destructive to the electronics of the robotics immediately available in the emergency.&lt;/p&gt;&lt;p&gt;One man would run onto the roof, move one Shovel full, and then retreat, seconds of work, and a lifetimes worth of radiation exposure.&lt;/p&gt;&lt;p&gt;Those were brave men, - along with the other workers - for whom we all should salute and thank.&lt;/p&gt;&lt;p&gt;A global economy powered entirely via nuclear power - presuming a maximum population of 15 billion people consuming energy at U.S. levels of energy consumption, would require the construction of some 200,000 1 Gw reactors world wide.&lt;/p&gt;&lt;p&gt;Several hundred reactors would be needed in Iran alone. 20,000 nuclear power reactors in India alone.&lt;/p&gt;&lt;p&gt;Presuming that human nature does magically change, these 200,000 reactors would be subject to 1 Chernobyl type accident every couple of years.  Improving reactor safety might make that a Chernobyl every decade or so.&lt;/p&gt;&lt;p&gt;What agency will police those reactors, their design, operation, safety standards, and track each gram of fuel and spent fuel through the fuel cycle?&lt;/p&gt;&lt;p&gt;Millions of people would be required to maintain that oversight.  Could each be trusted to act in the self interest of everyone rather than their own self interest?
