However, as it stands, placing a "donation" on the term bill is not the proper way to do it&lt;/p&gt;&lt;p&gt;For one, it’s extremely unethical. The donation is hidden on the term bill as an automatic opt in. The description of what the line is for is extremely vague. Those paying the bill should not be expected to research every line item in their bill. NJ PIRG is a partisan political lobbying organization. The automatic opt in is deceptive and tricks parents into supporting a group that may be in opposition to their political beliefs.&lt;/p&gt;&lt;p&gt;For another, the way it is currently being done is illegal. Back in 1995 the State Legislature added 18A:62-22 to the NJ Statutes. This statute specifically forbids negative check off fees from being added to student bills for any organization “which employ legislative agents or attempt to influence legislation”. The PIRG line item is included on Rutgers bill as a negative check off.&lt;/p&gt;&lt;p&gt;The statute does allow for positive check-offs where the person paying the tuition bill must elect to include the fee with the tuition payment. The bill also stipulates specific language that must be included in any positive check off. This required language is not included on the Rutgers bill.&lt;/p&gt;&lt;p&gt;Furthermore, 18A:62-22 provides for the positive check off only when approved by a “majority of those students voting in an official student referendum”. Rutgers however uses a threshold of just 25%. How a majority can be interpreted as 25% is a mystery.&lt;/p&gt;&lt;p&gt;It’s ironic that an organization that purports to stand for fairness is using deceptive measures to fund its lobbying efforts. Imagine if a business was to do the same thing.
