The problem is very real, but it is fundamentally due to the fact that each handset maker can tweak the source code. Of course, they did so without preparing properly for the upcoming updates, and the net result is that they often drop the ball because the handsets get a sales spike, then fade off. Their logic is probably "let's put the engineers on the new product".&lt;/p&gt;&lt;p&gt;There's also a new qualification process at the carrier level, which takes time and is required for each update.
