I can't imagine using the feature that way, but rather, to slow things down (assuming the platform can render slower audio without distortion, as audiobook engineers and to some extent, those on YouTube had to figure out, to prevent voice actors from sounding like Chipmunks or as if they're depressed / underwater). It would be incredibly helpful for those learning a new language, and/or who have cognitive conditions that impact how sounds and language are processed to begin with. So the argument is pretty easy to make that this option increases accessibility and relevance for many. (And, yeah.
