I think the #2 option of LRAD is the most promising one. The #1 option of not paying ransom is unpractical. If the Ship owner doesn't pay ransom, how is he supposed to get his ship back? There is no government and the warships sure arn't doing anything. &lt;br&gt;&lt;br&gt;Plus how does he secure the release of the ships crew.
