I can easily download the file, like so:

# Start to create the rest
$Urls = Get-AzureRmVpnClientPackage -ResourceGroupName $RGName -VirtualNetworkGatewayName $GWName -ProcessorArchitecture Amd64
$Url = $urls.SPLIT('"')[1]

# Get the VPN Package
$wc = new-object System.Net.WebClient
$wc.DownloadFile($URL,'C:\FOO\UCDAYVPN.EXE')

That 2nd line is used to strip off the quote characters that is returned from Get-AzureRmVpnClientPackage. I am not sure why it does that, or why the comdlet doesn't just get the package. But another step.

I can run the downloaded file - in this case: UCDAYVPN.EXE, but can't run it silently. The help text suggests /q, but running the package with the /Q switch gives a pop up error. I can run it with UI, however. The only issue then - I can't use rasdial to start the VPN connection. I can connect using the GUI IN Settings, and rasadial <vpn name=""> /DISCONNECT works.

SO close

Re: Configure a Point-to-Site VPN connection to an Azure Virtual Network | Microsoft Azure

I've got this working down till getting the URL for the RM VPN client package. The type shown is not correct. Instead, the cmdlet suggests the type is: <list[psvirtualnetworkgatewayipconfiguration]>] . However, when I use the command in anger, the configuration object (which works!) is of type: Microsoft.Azure.Commands.Network.Models.PSVirtualNetworkGatewayIpConfiguration.
