Use of the Circulator is not tied to use of the parking garages (more or less use of the parking garages doesn't translate to more or less use of the Circulator), so why should it's budget be solely dependent on parking taxes?&lt;/p&gt;&lt;p&gt;And how can a 5 line bus service cost $6 Million a year to run? So far, the only evidence of Cosby's wrongdoing is the word of his accusers. Dylan has re-iterated her accusations decades later, just like Cosby's accusers have.
