It really depends on the method used in pinging GA upon a click towards an outbound link. I don't think it will be penalized by Google by pinging GA before forwarding users towards the outbound page. Many reputable blogs and sites use this trick too.

We have been receiving spam comments by this particular site which is constantly posting the word "gold" within the anchor text. With this word filter, we managed to escape this spammer. Thanks.

There are actually methods in obtaining a valuable link without engaging your site in a direct link buying technique. Eg. Donating to local charities may return a valuable link from their site.

Disqus should be flexible to detect URL changes. There are times where bloggers might also change their URL structure too.
