One wonders if only 15% of a populace is enough for this writer to be so sure he is right. There are concerns with this process but there are far more complaints through the NAR grievance process for two agents transactions.  Having sat on the GBAR grievance committee for many years and chaired it one year I know two things, I can not speak for GBAR or as a former Chairman of this committee on any actions from that time but I can share I never heard a grievance regarding any dual agency.  It is not about greed as is suggested, for me it is about doing what is best for the land, property and community.  As agents most of us have worked on both sides.  Good agents know about pricing and values and inspection issues and are not surprised by any tactic one side may use on another as their advantage, but it is always the Buyer and Seller who finally agree.  Getting people to a fair agreement is what great agents do for their community.
